It was a DX plug by Rene(rgc:audio)-I don't think he does it anymore.
You could try asking him on his forum here

I actually really like these plugs, esp. the reverb (a modification of the FreeVerb plug), but I had to stop using it for the most part because of denormalization issues.

I was never a big fan of the reverb,but I do use the stimulator to widen the stereo image every once in a while-it really does add more space on some material.

I'm not sure if these are what you're looking for, but 4Front has a "high frequency refresher exciter-type plugin" and Sand Brush, which "completely regenerates high frequencies, basing on the existing partials." Smile
