I was looking for some advice on some mastering eqs. I am working on a heavy rock project. Any advise is welcome. Also let me know if I should supply more information.

Lman more info on what you want to do would help. In my view, eq is not a mastering thing, but a mix thing. But then - the way I work the line between mastering and mixing has become a bit blurred. I use Izotope Ozone or just Vesengo's SPAN on the master out while I mix to check the overall eq and try to fix things in mixing levels and individual tracks before I do final mixdown. After mixdown I will use Ozone as a mastering plug, but by this time eq would be kept to a minimum.

If you are working on a finished track where you have no cortrol over the mix (e.g. from a friend etc) then it really depends on what you want to do. Sometimes a multiband would be much better than eq. Just depends on what is wrong with the mix.

I have all the tracks, just I mixed it down and was listening to it through Winamp and comparing it to other bands (always a depressing thing to do) and it sounded really flat. So just as a test I used the eq on Winamp and it brought a little life into it. So I figured I would try to eq it back in cubase, but didn't like it when I was eqing the whole project with the waves Q4.

Comparing to other bands is always the best thing to do. If you are basically happy with the mix in general but it sounds flat, it sounds like you need to apply compression on the master. You said heavy rock, then a multi band compressor like sonitus from Sonar (what software do you use?) might do the trick, or Ozone. A multi band compressor boost a eq range while stopping it from clipping, allowing you to raise the overall levels. An overall limiter or maximiser, if applied withing reason can also work wonders. Just watch out for these two effects mentioned, as they could destroy dynamics if applied too harshly.
