Reaktor can do this... Don't know of any VSTi's that do though...

Nexus is the forthcoming WaveStation emulation VSTi from ReFX with a hell of a lot more to offer than the original units.

Looks like it's gonna be fantastic. It will even be able to load Wavestation Sysex data.

All of a sudden somebody's studio is going to sound like the last bit of Bladerunner...

And if you don't get it (and Ive barely opened this Chardonnay, honest) we have a Nexus (6), who's last words are...

"I've seen things you people wouldn't believe. Attack ships on fire off the shoulder of Orion. I watched C-beams glitter in the dark near the Tannhauser gate. "

The Tannhauser gate sounds like Tobybear's next project. C-beam sounds like a physical modelling vibe/mallet synth or something.

Ho hum.

Which leads us to the all-important question:

Who modulates the modulators?

Actually, a module I made called "SynDream" that runs under SynC, has 3 LFOs which can be inter-modulated (rate and depth): 3->2->1.
It is here (and it is free):
