Searched the web for awhile, didn't find much. If you know of any places with info on using bpm effects let me know--

He obviously is confused about it even though its straight forward...its an effect synced to your host bpm..for example your delay can be timed with the bpm so its alot easier than tweaking until you get it right.

of course you can time some to 1/2,1/4,1/8 notes etc. like in Triangle 2

This all depends on which host you are using to make your music. Cubase? Logic? Bidule? Tracktion? How you make the bpm-synched effects work depends on which host you are using, and which plugin.
