What i mean is that i want to load a patch in with all kind of licks in the key of C. Then I want to play the same patch again with. all the licks in the key of F.

Something like ACID build into the sampler.

Can any sampler/synth do this

Would like to add that the tempo of the samples should not change. So if the samples where in 100BPM then when i change the key from C to G then the tempo should stay at 100 BPM.

Kontakt or intakt has good timestretching and pitchshifting built in. VLP120 is a rompler of 'vintage licks and phrases' that does this as well. Going from C to F is a bit of a stretch. Very Happy You get the best results with smaller intervals, but it depends a lot on the source material.
