Since if you halve the tempo and leave the clock at the same setting or halve the clock and leave the tempo at the same setting, you get the same note length result, is there any practical reason to use one or the other when you want to change the resolution of note base output in the sequencer?

No, not really, it really is there to give you options to fit into existing projects as easily as possible
