I'm currently interested in getting most out of effects and actually know a little more about their capabilities and know where to aim with them.

So, problem is, I have no clue honestly what to do before applying different effects into the chain. For example, many people refer to "proper EQ'ing" before variety of effects, this I don't really understand and so forth.

A common effects chain, not always this order:-

track Insert
Console emulator
Filter sometimes used
Echo Delay, chorus or Reverb sometimes all three.
Compressor
EQ
tube mic amp emulator


Master Bus insert
Console Emulator
tape emulator
Limiter or mastering plugin

It depends on what you want to do. For tone shaping by adding heavy distortion, things can get pretty wild trying to bring back dynamics and frequency levels. Also, if you only want to add effects to part of the sound in time, bypass switch automation is usually no go, so you use multiple tracks and fade or control signals.

Here's a simple stem for adding mojo to drums:
Filter
Gate
Saturation
EQ
Compressor
Reverb

Or if you want a more effected sound:
Gate
EQ
Reverb
Saturation
Filter
Compressor

And things are likely to change depending on what is used and how.
