Reaktor. There are a couple of really top-notch noise generators in the factory ensembles (SpaceDrone particularly) and dozens more in the user database.

In addition, with just a little research, you can "adjust" ensembles to your needs.

Machfive v3 - it has tons of noise generators, brown, white, pink and many more. Creating (unlimited) layers of noise, while each layer uses custom ADSR (or hand drawn envelope), filter, lfo and distortion settings, the sky is your limit. I usually layer a bit of noise generator with sampled snares or hihats, makes it sound much more alive.

Bazille is exceptional for noises of all sorts... you can make endless variations of noise, radio static, crackles, mechanical sounds etc, etc...
