We don't have an exact cutoff for preorder. The announcement is for a July release so it would have to end before that.

Is VAT in Italy currently at 22% and it's not included in the price? That makes 97.5878 EUR (132.17 USD) for the upgrade from ST2XL/Miroslav ...

VAT is not included in the prices on our shop, but you can see during the purchase process before finalizing the checkout.
