latency amount for export?

I'm having a weird problem, I have a delay plugin that I made that I really like, but when I use it in Ableton Live, I have a weird behavior. With recorded audio stuff (ie recorded clips) the timing is perfect, but when I monitor external input with the plugin, the timing gets off and for whatever crazy reason, none of the tempo synced effects in Live will work for the track until I restart Live, even though they worked before I added the sonicbirth delay I made. I'm wondering if it has something to do with the latency settings for the circuit, how should one decide on a value for that parameter?

also this only happens in live 7 and not live 6....maybe it's a live problem?
