Not the cheapest app in the store but, Auria is getting Dirac 3 Pro time stretch in the next version.

As I read it (it's all on their forum) the Dirac algorithms are implemented into Auria, not a plugin, and works by using 2 fingers to stretch a region on the edit screen.

Hi,

If you mean time stretcher as in "slows down music", the best I've found is Anytune Pro+. It does loads of other stuff, like loops, but it's a bit dear at £11.99 for the Ios version.
