How do I set up this time signature?

That was a good question...
You are right, it was not possible to select 12 as the 'beats per bar'.
This is fixed in the latest beta (2.56b16) that is available right now.
The fix will be in the next update in early April.

Attila, would it be more work if I ask you to go to 16 beats (which is not only a multiple of 4 but also a multiple of 8 )?

Actually it goes from 2 to 16 now. (in the latest beta uploaded yesterday).
