How can I set up TX16Wx with Finale 2014?

So I downloaded the program to use with Finale 2014 but I don't know how to use it at all. I can't even manage to find the .exe itself. All i found was the .dll to the program in my VST Folder in Program Files. How do I do this?

TX16Wx is an instrument plug-in. It does not come with an executable.
