Does TW16Wx work as a plugin in Audacity?

I'm a beginner in this arena, so this is probably a stupid question. I downloaded the newest version of Audacity (2.1.3) onto my Windows 8.1 PC; Audacity works fine. I then downloaded TW16Wx (2.4.2d, the 32-bit version), installing it into Audacity's plugins folder as instructed in the Audacity manual. It shows up in Plug-in Manager, with a state of "New." I select it and hit the Enable button, and its state changes to enabled, but then when I hit the OK button, it does not show up in the effects list. If I then go back to the Plug-in Manager, its status has reverted back to "New." I have tried enabling it multiple times, tried enabling it and re-launching Audacity, etc. Always the same result; it reverts back to "New" status. Does this sampler even work with Audacity?

Audacity supports only VST effects, not VST instruments. TX16Wx is a VST instrument.
