You might be able to wrap the code up with http://winebottler.kronenberg.org/ . It's open-source, based on Wine, and the application is simple looking (a single exe and some dlls). I don't have a high sierra mac or I'd try to packing it myself...

I'm curious about Wav2Zebra2Osc that Per Ivar has made. I've downloaded it, but I'm not sure how to install it on windows10. It doesn't tell me in the readme file. Anyone?

It doesn't have an installer. I made something similar to wav2zebra but more for translating wavetables into Zebra oscillators, it's called Zebrum, here's the thread:
