I checked this with PT 11.2 and Zebra2.7 rev2709 on Win 7 x64 and could not reproduce your issue.
Please update PT to the latest version and use this revision of Zebra:

My PT is version 11.2.1, and Zebra is rev. 2709, both are the latest now, I'm still unable to create MSEG handles by alt + click.
Though the vst format works well in my Studio One, creating handles without any problem.
