I've seen a few different "types" of delays, but I'm not exactly sure what they mean. I know that in terms of hardware, tape delay and bucket brigade delay both refer to a specific way of processing audio. In the software world, however, do they both refer to delays that have a pitch shifting effect when you change the delay time? Or do they mean something more specific?

When these are proper emulations of hardware tape and BBD chips, they should indeed change pitch when the delay time is adjusted.
