I am installing Miroslav Philharmonik CE on my low-end Windows tablet for some basic scoring needs (to be used with Sibelius). I would also like to install OmniSynth from eSoundz for some basic GM sounds. I recall that Miroslav and other ST libraries could all be used with the ST2 interface. Is the reverse true, as well? In other words, can I install the OmniSynth library and simply use it under the Miroslav interface (which I actually like better)?

No.
Of the older plug-ins, only ST2 will load the other libraries.
otherwise you could get ST3 Full or ST3 SE and Import the MP and Omnisynth libraries into ST3. And you would qualify for the current IK Multimedia Group Buy - currently getting 2 free instrument collections.
Even better, buy it from eSoundz (check with them to see if ST3 SE qualifies) and get a matching number of additional libraries from eSoundz.
