I think it's a pretty unique plug and I'm not sure anyone other than the developers even really knows what it does, so it would be hard to suggesta substitute. You might try a mastering suite like Izotope Ozone and see where that gets you.

Maybe try a subtle boost (or perhaps not-so-subtle in this case) of the high and low frequencies with an EQ. Throw in a stereo widener for fun.
I'd guess Arguru's Stardust is a good alternative overall.
