multitimbral instruments in sonar x1

I run X1 but not Sampletank, and I don't do multitimbral myself, but I could probably help you. Could you be more specific about what you want to do? Do you want to use 16 discreet audio channels in your interface, or do you just want to run it all into the same stereo bus (likely the latter)?
The trick is to set up 16 midi tracks, each on a separate midi channel, and each outputting to one of 16 separate audio tracks. That's basically it. You have to set up each channel in Sampletank to respond to a separate midi channel (or perhaps not, depending on how you intend to control them), and output to a specific audio track in your DAW. Another simpler way would be to run all the Sampletank outputs into a single stereo audio track, but I doubt you'd want to do that.
I'm a bit burned out atm, but I don't think I'm forgetting any important details...

For the 16 stereo out tracks, when you insert the synth, check the box 'All Synth Audio Output stereo'. Assuming you haven't unchecked the box to always show the insert synth options. If you have, then you can get to the options according to the help file "To open the dialog box when the option is unchecked, click the Insert Soft Synth Options button in the Synth Rack view toolbar."
I don't think there is anything similar for MIDI IN. Maybe someone else can help with that.

pretty much what you guys said up there! thanks! messing around with my copy of x1 le - don't know if I want to upgrade. Definately a GAS issue - le isn't patched - keystrokes are being stolen by the host - don't know if is fixed in 1d.

It is NOT fixed, and is one of the most bothersome "features" in X1. Also, midi learn doesn't work with effects plugs unless you set them up as instruments with midi and audio tracks.
