I really like the histogram idea in Bitwig... and I have always thought that instead of only manually selecting notes, that an easy to use and flexible note selection filter would be useful. I think it would especially be useful with Bitwig's histograms.
By note filter I mean, for example, affect all notes on the beat, affect all notes not on the beat, affect all 2nd 1/4 notes and so on
With the Bitwig histogram, you would be weighting the action... so you have mean/spread/chaos and the note filter would weight each of them so you could add spread just to the notes on/near the beat and so on...
