DMG Audio Essence and Soundtoys Alterboy + Echoboy would be a great combo for vocals.

There's no something like "best vocal plugin".
Every single compressor or eq can work (put some saturation in there too).
If you've done a good job recording then you won't need to do much.
If a vocal suite is what you're looking for then google nectar vst, it's cool.

Soundtoys Little Alter Boy has 2200 samples of latency, which makes it a producer plugin, not a vocal plugin.

Actually I managed to get my hands on the demo and it's very nice indeed.
It's quick, intuitive, can be used on its own or in conjunction with other processes. It's easier to use than you might think.

I know there are many more advanced plugins out there - and I've bought many of them - but I ALWAYS end up using Voxengo Voxformer on my tracks. Super simple to use and very good sound.

That's what you get for a very general question
I think I'll add a more generic recommendation :
- Any kind of compressor with character. Depending on the mix situation choose the right one, let's say out of 10
- Any kind of EQ with character. Depending on the mix situation choose the right one, let's say out of 10
- One neutral filter for lo and hi cuts
- 2 - 3 different filters (like FilterFreak, WOW, Etch, etc.)
- 3-4 different types of delays
- 3-4 different types of highclass reverbs
- add another 5-7 modulation types of effects
- depending on your style of music maybe also 2-3 different glitch, stepped, etc. style of effects
- also very important with vocals. one hiclass pitch tune plugin (e.g. Melodyne or Autotune)
That's about it. With that you're set up for EVERY possible situation

The best all-in-one I've tried is CLAVocals. That said, it really depends on what you want to do. If we're just talking dynamics and eq, there are a lot of options.
Mostly I'm using, some on the vocal tracks, some on a vocal bus, and some on the vocal fx tracks:
Autotune 8(almost always some form of Flextune)
Revoice Pro for creating doubles and aligning existing harmonies
Fabfilter Pro Q2 so I can spectrum grab things
