Xml question

I see the line Text Color but I can't understand where a particular Xml documents gets the Text size from.
If it's an easy answer go ahead, if it's not it's OK do not wsate your time on me. I'm getting into xml as we speak and I am less than a beginner.
I could manage an easy tip out of compassion... but that's it!
