I know popmusic is mostly composed in 4/4 Time Signature, but suppose i do want make a waltz song in 3/4 Time Signature in Mulab ?

You can set a time signature per composition:

Right-click the composer background for the composition context menu -> Properties -> Beats Per Bar.

I hope you will improve this to have a own menu entrance : "Time Signature" and not edit properties (more user friendly)

And a little wishlist request for multiple time signatures per project from me. Not something I use often myself, but I have on occasion.
