is it possible to scale all tempo changes by a percent (of imported midi file).by rightclicking and editing tempo i can set all to one value.but i would like to scale it like note velocity.

Yes that's possible:

Open the tempo event list editor eg via right-click timebar -> Edit Tempo Changes
Select the tempo events you want to change. If no events are selected, all events will be affected.
Right-click event list -> Functions -> Change Value 1
Select Mode = Percent and Factor = 50%. This will make all (selected) tempo events half tempo.

You can also use the Reference field, then the result will be ReferenceTempo + PercentFactor * (Tempo - ReferenceTempo)
