Well, the screenshots say it all.
If the two oscillators were started simultaneously then the circle would be perfect.
The circle also remains static, so the frequency is identical.
How would I get the oscillators to start in sync?

This sounds like you're referring to the phase of each oscillator.
On the Layers Tab, there should be an option (in Quick Edit) where it says Start Phase. For both oscillators it might both say "Free," indicating that they start in random intervals in the waveform. Change both of these to 0.

I also had the one oscillator manually rotated in the visual window, instead of using a sample that was rotated 90 degrees; instead of using the phase start.
I'll definitely look into the layers menu more in the future, thanks again!
