FL Studio 12 shows error both on 32 and 64 bit version. Is there a known fix for this problem?

I assume you have the latest version 1.1.0 of the Frequency Shifter?

Just to be sure, do I need to put .dll file into a specific location or it doesn't really matter as long as I scan for plugins?

You can put it in any folder you like, but I recommend (assuming you are on Windows?) a folder "outside" the protected Windows folders (C:\Program Files\... and the like).
