The License Agreement in the "Setup.exe" file is only in Spanish.
After installation, on my machine, it starts up with a dialogue box that says "Hello. Welcome to My Program."
I click the "Okay" box and then get a dialogue box that reads "Goodbye. Thank you for using My Program. (You can install this by going to Add/Remove Programs in Control Panel)."
No synth. Nothing. Is this a joke?

I may have committed a great error but on this occasion I just accepted the license agreement without reading or understanding it and installed.
It seems to work fine in FL9 on XP, 32bit, P4, 2GB RAM and I happen to quite like it.

I installed it safely in sandboxie, I have both that app and the dll.
It's a Synthmaker synth, looks alright patched ok, but just a few stock parts hooked up straight.

I didn't bother trying the .dll after the .exe experience.
