Hi,
If i am making the drop of a track in Key F. Does the notes have to be within F G A A# C D E.
Does it also apply for other Key let say A or D?

There are multiple different scales/modes in the key of F:
Major: F G A Bb C D E
Major Pentatonic: F G A C D
Major Blues: F G Ab A C D
Mixolydian Mode: F G A Bb C D Eb
Lydian Mode: F G A B C D E
Minor: F G Ab Bb C Db Eb
Minor Melodic: F G Ab Bb C D E
Minor Harmonic: F G Ab Bb C Db E
Minor Pentatonic: F Ab Bb C Eb
Minor Blues: F Ab Bb B C Eb
Dorian Mode : F G Ab Bb C D Eb
Phrygian Mode: F Gb Ab Bb C Db Eb
You can switch between these within a song, so it's possible to have any note you like in a song in F. Usually you switch along with chords. For instance, in an F Minor song, you will probably switch to F Minor Melodic or F Minor Harmonic if a C7 chord appears (C7 has C, Em G, Bb; since it has E, you probably need a scale with E instead of Eb for that chord). It's also always possible to have chromatic in-between notes that don't belong to any scale.
Other keys (D, A, etc) are the same thing, except shifted up or down a few semitones. For instance, if you shift F major down 3 semitones, you get D major (D E F# G A B C#). This changes which notes are sharp or flat (F major has Bb, D major has F# C#), but the actual pattern of steps and half-steps stays the same.

Does it also apply to the bass..should it be in the same key??

Bass should always be in the same key as the rest of the song yes.
