It being from a guitar, note that chord #4 is a very typical guitar voicing of Em7 (9) albeit sans G.
E, str 5 fret 7 finger 2; [G, str 4 fret 5 finger 1]; D, str 3 fret 7 finger 3; F#, str 2 fret 7 finger 4.
OR strs 5 3 & 2 (no G) fret 7 barre.

The bass does B G G E. Again, as guitar is what sounds this, the natural tendency of 'E' as central tends to out, I think.
