I haven't taken your word for it and checked it and it means you are not allowed to transport explosive or flammable materials, but it doesn't include radioactive materials if they do not represent such risks.

I guess they would create a new sign if they thought it was realistic to assume there are people driving around with a kilo of plutonium on board.

I'm really worried about someone having a kilo of plutonium in their car however slim the odds are. The odds of two having a kilo of plutonium at the same time in the same tunnel is so close to nil it's not even worth worrying about. So i always a kilo of plutonium in my car thus i need not worry about it.
