Only if the songwriter completely lacks creativity.

It's not creative to slice out the one shots that will have no natural decay. It's time consuming and limiting. The creativity is already in the samples. These measures are written by someone else. They are the type of samples that go into all those "I can be a song writer" loop programs. It's for people who are merely interested in music composition. It's entry level.

If that's the only way you can think of to be creative with a sample, then that's clearly going to be a limitation, yes.

Personally, I can think of lots of things to do with these. 'Slicing out the one shots' wasnt in the list anywhere, though.

Its only entry level if you're on that level. The limitations aren't in the samples... they're in whoever chooses to use them. Whether they're 'merely interested in music composition' or not.

(TBH, Im not entirely sure what's 'merely' about that, though, even compared to 'songwriters and musicians.' Are songwriters and musicians not interested in music composition? And are you purporting to know what all 'songwriters and musicians' need or want? Because I know quite a few for whom you're getting it wrong. You're pretty much going for the no true scotsman thing here.)

Yea, you can isolate a wave and get a note to use for playing, but why go through that for some Atari 2600 noise? Anyway, seems we have different definitions of "music". The only other things I can think of that would involve mangling these waves produces a beat or a chord I didn't create from scratch.

I can't imagine many people wanting to listen to it either. One of the properties of music, for me, is that many people enjoy listening to it. I feel music is a gift from a musician or composer to people. It bothers me when people say about a song of mine, "That would go great in a video game." I want my music to be more than just background noise. I want my music to lift and inspire.

What disappoints me a little with these samples, as many are loops, is that they are not labeled with BPM values, or which key they are in

If you want to play the samples live-like, with a MPC interface for example, it makes them a bit useless.

There are other usable goodies at the site, but don't waste your time with the Sabroso! library. It isn't worth the disk space, even at the pricepoint of zero. And not just because they're just loops; the sample quality is poor (noise, hum, clicks), many are printed with delays and reverb, and wildly varying volume levels.
