You would need to capture the audio output Then feed it through whatever. Audio capture programs are few and far between as they invite piracy. Some screen capture programs can capture audio and video out, afterwards they have editors where by you could export the audio out and then run a spectrum analysis on it via any daw.
If you are looking for something that can do spectrum analysis for content display on a webpage then your choices get pretty slim.

Dare I suggest a potential solution even though I haven't actually tested it? You'll have to ask someone else how well it works, but perhaps DDMF's virtual audio stream (29 USD) could be the thing? With a dedicated VST rack in which you can load for instance Voxengo's Span (great and free) or MeldaProductions MMultiAnalyzer (40 % off everything over there these days = 39 USD or 30 Euro) it should do the trick, just check out the demo (some noisebursts every now and then, they say) and see if it works for you.

I got it working with DDMF Effect Rack.
Using m-audio 2496 audio card
On first stream: input= M-audio delta AP Monitor mixer
output= DDMF Wave 4
Second stream: input= DDMF Wave 4
output= not needed.
Then I used Sonogram SG-1 on the second stream to display realtime spectrogram view of any audio playing (youtube, foobar2000...)
And then using iDisplay for android I turned my android tablet into my third monitor and dragged the Sonogram SG-1 there.
Works wonderfully but I really don't like the Sonogram SG-1... Not much configuring possibilities and it's non scalable.
If anybody knows a better solution for realtime audio output spectrogram view, speak up! Or a better spectrogram vst than Sonogram SG-1

Thats no good for me.
