If you refer to the Blend function in the Harmonic Editor (I'm not sure anymore), than Mix would do exactly the same but between the two waveforms in one Oscillator. And Blend is the Harmonic Editor is the same as Mix, but between one Oscillator waveform and an imaginary one (so to say). However, as you may have noticed a Blend requires way more CPU but cannot be modulates therefore. You're right however, that the Filter blending cannot be made by modulating Mix (that would required doubling the filters which is probably what cooks even todays CPU's.
