In Live, one can create a clip with one long note which extends past clip end and set loop start later the clip start and so as the clip loops, the note never ends. It is a convenient way to make endless drones.

Has anyone found some way to do this in Bitwig?

Uh oh... you're right. I used to do this in Live all the time. I can't seem to find a solution in Bitwig. The problem is that you can't move the "end" marker outside the loop brace when editing a clip, so when a clip reaches the end of the loop as in this image, it will trigger an end note (or all notes off?):
