If your audio is e.g. 10 bars long and the part is 10 bars long, you have to move the part.
If the part is only 2 bard long with the same 10 bar long audio, just move the left and right border of the part and move the part in the correct position afterwards.

No, that particular way of editing is not possible in Mulab.
I did a quick browse through that tutorial and most of the other mentioned edit possibilities are present in Mulab.
