I'm looking for a VST-32 bit plugin that works on windows that I can supply a midi file which will provide the timing information. Once programmed, I can pass it a chord and it will generate notes off the chord according to the timing in the step sequencer.
The step sequencers I looked have found seem to all be built around manual programming of the sequence that is regimented around 1/16th steps.
I'm using Ableton Live 9. So Max4Live plugin could work too, though none of them appear to work based on a midi clip; they are all manually sequenced.
Look for a vst step sequencer/arppegiator that can accept midi for timing

Also check out the Arp in Temper, you can do really neat stuff with timing by creating your own 'shape' which can also come from a midi file, though their is alearning curve to get the midi file to do the timing, there are loads of shapes you can load and customise very easily.
The 'shape' system is modular and hugely powerful and can be applies to many fo the tools in Temper
