Bitwig does this about as well as anything I've tried though. Bitwig 2 even more so.

That's for the multi-tap section: it can also host built-in effects or third party plug-ins in the two nested feedback loops - this includes buffering & latency compensation, so that there is absolutely no additional delay compared to other solutions. You can safely use it for rhythmic patterns with no jitter, even with plug-ins that introduce latency.

The Echo in Propellerhead Reason has breakout jacks to wire in anything inside the feedback loop.

With the addition of VST support in 9.5 you can mix and match reason devices and VST effects inside the feedback loop.

Of course, it requires using Reason so it isn't a complete VST-only solution. I just wanted to post this in case others weren't aware of this feature.

FXpansion's Bloom has a bunch of effects built in that can be set before/in/after the feedback loop. Great for everything from bizarre effects mangling to simply taming 'runaway' delay settings.

Other than that, I guess a modular host would be your friend here. I used to do things like this manually in Audiomulch using a delay plug with no feedback, routed into a gain module (to set feedback level), routed into whatever effects chain, back to the delay input.
