That's weird. I just went digging through my iTunes just yesterday to pull up Knightlife's first record - he's a local boy from here in Melbourne.
It's pretty much half way between a Moog bass and a 303.
Try 2 x Saws with the second detuned a bit and +12.
Put on a Lowpass Filter, about 75% down. Send to an Envelope about 50% so you're not getting all the top end but still getting some tone.
Filter Envelope - A=0 D=50 S=0 R=20
Now all of the sound or the 'squelch' comes from the Resonance on the filter so now bring that in, at least half way but adjust to taste.
To give it a bit more body and life you can add a bit of unison a chorus and or a phaser.
Then just open and close the filter a little bit to give it that movement.

It's most likely coming from the filter of the synth used, but you could use an autofilter over the top.
Most DAW's should have one. I use Filterfreak, which might be a bit expensive for simple tasks, or you could just use an LFO.
