Samsung is heading the way with low latency, a DAW (Soundcamp) and plugins :

The funny thing is, that most of the Samsung devices have a display latency of 50ms and more (which comes in addition to the audio latency). I'm an Android user, and it's important to say that there's a huge difference between low-latency (the reported latency by the audio system) and measured low-latency (the latency from tapping the screen until you hear the sound).
