What does it mean when people say to have the bassline in mono, does it mean it should only have one voice, or in mono on the synth. Or does it mean the output sound should be in mono rather then stereo?

Yeh mono output. In the past bass had to be mono to prevent the needle jumping out of a record! but nowadays it is not so strict although given that bass sounds are not very directional to the ear it makes sense to keep at least the lower part of their spectrum mono

This can mean different things and both are true :D

Typically a bass is played as a monophonic sound, often also with legato (this gliding sound from one note to the next). So you don't need a polyphonic bass sound (you don't play more than one note at the same time).
So very often bass sounds are monophonic.

The other thing is, that a bass works the best as mono (audio) without stereo information. Because such deep frequencies cannot be localized in the stereo field very well. Not to mention that most listeners expect that a bass comes from the center and not from the right or left in the stereo field.
But this "mono" sound is not a rule set in stone. Sometimes a bass is thickened with a bit chorus, a small delay, sometimes also some micropitch-shifting where the pseudo bass sounds are panned a bit left and right from the original bass. So it's not a 100% mono sound anymore but it doesn't sound like stereo because the panning is only very small...

curious, at what freq would you sum to mono ?

I hava device in my LIVE template's master bus "Bass Mono Maker" that does just that. Currently, it's set at 200cycles . . .

IIRC the bass should slowly fall apart into mono at about 1300 Hz. This value comes from max wavelength equal to distance between human ears. This is gradual process, you can't have it mono at 200 Hz and 100% stereo at 205 Hz.

A good reality check is if your output sounds the same at stereo and switched to mono.
