Is the SDK provided here the full VST SDK or are there some crucial parts missing?
https://www.steinberg.net/en/company/developers.html
I know that the question may seem stupid but I could swear that some time ago the SDK was not available that easily and that you had to first register with Steinberg to get access to it.
If it's the full SDK, is it possible to also develop VST2 plugins with it? Just asking because I heard that VST2 is easier to develop than VST3.
VST SDK available without registering?

Yes, it is.

VST2 SDK stuff is included with VST3 SDK so the latter can be used to develop VST2 plugins just fine (though VST2 SDK might have some more detailed VST2 specific docs - I can't remember).

Yes, but there is a contract in that package that you will have to sign and send to Steinberg before releasing your plugins.
