Okay so I have had this sample over 10 years now and have heard on many hardhouse tracks and tunes from another genres. I have no idea where it's from and I think the lyrics goes: Now I've coming to this chance to dance, but don't find anything when googling it.

no idea really,but i'd say its from 90's,i think shes saying,

"now i've come (in)to this jam to dance"

There wasnt many sample packs back in the hard house days,

So its most likely a rip from a record,you should try @Paul_Janes on twitter,he might have some idea or else some old skool hip hop site maybe

Holy shit

I found acapellas for Get loose which had some vocals that has been sampled in hard house and hardcore. Other was feel the rhythm and oh boy does it had some vocals in it as well
