Toneboosters Reelbus has quite a few lofi machines and presets. None are as extreme as that Boards of Canada tutorial video, but I was able to get in the ballpark in a few minutes by chaining several instances together using different presets with minimal tweaking. I'd suggest the OP check out Realbus and see what four or five instances do with some of the more lofi settings.
