Yes, it's an oboe. The Kontakt Factory Library has an oboe in the Orchestral/VSL Woodwinds section. If you have Dune2, you'll find that the Formant Ah MK preset sounds just like an oboe. And Studio One Pro's Presence XT also has an oboe.
Also, if you're a member of Sampleism (free) there's a usable oboe here.
