Honestly there is a lot of free and cheap stuff out there, some of it good, some not. Even the commercial ones all have their pros and cons with religious advocates on all sides...it so much depends on what kind of sound you are looking for. One that hardly gets mentioned, for example, is JamVox, which I personally love..but then again I use a tonelab LE for gigging which is the same sound and I'm partial to it. I also own Amplitube4, GuitarRig, S-Gear, Recabinet...all very cool in their own way for different reasons and have comprehensive packages with a lot of creative potential. I tend to get ear fatigue easily from Amplitube, FWIW. One of these days I need to try the overloud stuff too, but I tend to come back to JamVox and since I can easily replicate the sounds on my live rig..it just works for me.

Good free pedals are harder to come by, but there are a few out there, depending on what you're looking for. For stuff like chorus, phaser, flanger, etc..dont' limit yourself to guitar pedal plugins...just look for any plugin that will do sound mangling and try it out. But if you're looking for authentic recreations of vintage pedals...then...there are very few free options honestly...but most of the decent commercial packages have them covered.
