Any sampler where you can quantize loop length will do that. Should be possible also on piano roll.

That's kind of like the old bouncing ball delay but seemingly quantized to tempo. This can be done with various delay effects. I would recommend maybe the delay from meldaproduction. It's extremely flexible modulation would probably allow the velocity sensitivity and the mod sequencers would let you do lots of variations on the basic effect you're hearing from the Roland unit. Sugar bytes has a wide variety of buffer manipulation effects which are great for live use and could accomplish this quite handily as well.
