For real time Audio input and output I chose PortAudio ASIO.

What's the best library/API for real time Midi input and output? I want to connect a electrical keyboard to my computer and want to hear the sound from the headphone on Windows 10.

Any recommendation?

I used MME (WaveInOpen, WaveOutOpen) etc looks like I can feel the latency.

For just MIDI, maybe you just want something like PortMedia, http://portmedia.sourceforge.net/. JUCE is also good option, especially if you are looking for more abstractions of API's.

I'd recommend RtMIDI https://www.music.mcgill.ca/~gary/rtmidi/
It's feature rich, simple to use and actively developed.
