Is there a way to achieve this short of duplicating an oscillator module and setting the phase manually?

you mean osc in -superwave- mode and shift each copy's phase?
there is a trick:
-activate osc phase reset (not really necesary unless you want precise timbre) and set it to a superwave mode
-modulate detune with a very fast envelope decay so that the waves are spread out and then "freeze" in place

You can get per-voice phasing by adding an allpass filter *in parallel* with the main signal.
