Is this available anymore? It's in the folder but doesn't work

In the past I also tried that editor, but nowadays I don't care if it's working or not.
The idea is good to create an editor for the average user, but as far as I remember,
it was quite complicated... On the other hand no company managed to create a Gui maker,
at least kv331 tried..
